A reference copy of the Community Forest Management Agreement (CFMA) signed between the People of Kpogblen Clan and the Forestry Development Authority (FDA) of Liberia for Martro & Kotro community forests. It was signed on 22 February 2017. It has a duration of 15 years and is located in District #4 (and a portion in District #3), Grand Bassa County. Although the forest area is not stated in the CFMA, other information indicates two community forest as follows:
- Martro forest, 8,858 ha
- Kotro forest, 6,078 ha
- Total 14,936 ha
Prior to allocation of the CFMA, the FDA noted in a letter to the Superintendent of Grand Bassa County that the Kotro portion significantly overlaps with the Liberian Agricultural Company (LAC) concession and thus “shall not become part of the community forest at that time, though may later be included once the issue of overlap is finally resolved”.
It is designated a commercial community forest, and challenges regarding the relationship between the community and logging companies have been documented:

- 21 October 2021: How FDA allows a foreign family to hoard forests and hurts communities
