Une courte note d'information sur les procédures qui mènent à des Accords de Partenariat Volontaire opérationnels. La procédure d'APV est entreprise par l'UE au nom de l'ensemble de ses états membres. Bien que les deux parties (l'UE et le pays producteur) entament les négociations des APV de leur plein gré, lorsqu’un APV entre en vigueur, les deux parties sont légalement tenues de ne commercialiser que du bois d’origine légale.

Le 21 décembre 2010, le gouvernement de la République Centrafricaine (RCA) et l’Union européenne (UE) paraphaient un Accord de Partenariat Volontaire sur l’Application des Reglementations Forestières, la Gouvernance et les Echanges Commerciaux (APV FLEGT) afin d'adresser les problèmes d’exploitation illégale de bois. Cette note d’information présente le point de vue de la société civile centrafricaine et européenne sur l’accord signé et sur les enjeux et défis de sa mise en oeuvre.
