Vietnam is in the final stages of negotiation towards signing a Voluntary Partnership Agreement (VPA) with the European Union as part of the Forest Law Enforcement, Governance and Trade (FLEGT) Action Plan, which aims to promote the legal timber trade and equitable and effective forest governance. When the VPA is implemented, it will impact all enterprises engaged in timber harvesting, transport, processing and marketing, including households engaging in timber production and living on forest resources.

2) Un partage des expériences régionales sur la façon de réaliser des négociations inclusives visant à améliorer l’adhésion jusqu’à la mise en oeuvre.

This manual has been developed with a genuine intention to introduce an innovative community research method and further promote the important role of civil society in supporting grassroots communities. The Livelihood Impact Assessment (LIA) method is described step by step (stage), in a simple and logical order. Each stage begins with a definition / explanation, followed by an instruction on how to carry out, then followed by an example from the work of SRD. This manner of presentation hopefully could bring logical soundness to the readers.
